Kearah mengekalkan kelebihan bersaingan negara….

Sesebuah negara akan melalui pelbagai perubahan dalam struktur ekonomi dan politik dalam usaha mencapai kemajuan. Malaysia juga tidak terkecuali di mana ia telah melalui beberapa tahap perubahan dalam struktur ekonominya. Bermula era pra- kemerdekaan dengan ekonomi lassiez faire di mana barangan di dagang secara barter trade. Selepas kemerdekaan ekonomi moden muncul dengan penggunaan matawang secara meluas namun ekonomi negara masih bergantung kepada komoditi utama seperti getah dan bijih timah. Pada masa itu, tumpuan adalah diberikan kepada pembangunan infrastruktur seperti pembinaan jalan raya, pelabuhan dan lapangan terbang serta memajukan kawasan luar bandar dengan penyediaan kemudahan asas seperti bekalan air dan elektrik, kesihatan dan pendidikan. Pada tahun awal lapan puluhan, berlakunya kemelesatan ekonomi akibat kejatuhan harga barangan komoditi utama, dasar negara difokuskan untuk mempelbagaikan asas ekonomi negara. Muncul pelbagai dasar ekonomi termasuk Pelan Induk Perindustrian dan Dasar Pertanian Negara. Negara mencapai kemajuan yang amat membanggakan dengan ekonomi mencatat pertumbuhan dua digit. Seterusnya dalam tahun sembilan puluhan dengan perkembangan pesat teknologi dan pengunnaan meluas komputer, tumpuan diberi kepada pembangunan tekonologi maklumat dan komunikasi. Malaysia juga tidak ketinggalan dengan membangunkan kawasan Multimedia Super Koridor dengan menarik pelbagai syarikat multinasional untuk melabur di Cyberjaya.

Kini, ekonomi dunia telah menjadi begitu integrated dimana setiap perkembangan berlaku di satu sudut akan mempunyai implikasi ke atas negara lain. Pelbagai istilah telah muncul seperti dunia tanpa sempadan (borderless world), dunia adalah mendatar (the world is flat) dan rakan kerjasama global (global partnership). Struktur ekonomi juga berubah kepada pergantungan terhadap unsur kreativiti serta berasaskan pengetahuan Setiap negara mesti memiliki kelebihan bersaingan sekiranya mahu terus maju dan ekonominya pula bertahan segala macam cabaran dalaman dan luaran.

Dalam usaha untuk terus survive dalam perlumbaan kemajuan, Malaysia mesti mengambil langkah strategik dalam menggunakan sumbernya untuk mencapai hasratnya. Kita tidak boleh maju dengan memberi tumpuan kepada semua bidang. Kita perlu memilih bidang yang kita memiliki kelebihan (niche areas). Masalah utama kita ialah semua bidang ingin dimajukan dan diceburi dan tidak memcapai hasil yang memuaskan. Bak perpatah Inggeris `Jack of all trades master of none’. Fokus pembangunan kepada bidang kelebihan kita seperti kewangan Islam, halal hub, bioteknologi terutamanya berkaitan herba tempatan dan pelancomgan.

Tahap hasil penyelidikan dan pembangunan (P&P) yang dikomersilkan dapat menentukan kelebihan sesebuah negara samada dapat terus bertahan dan maju dalam era perlumbaan mencipta teknologi dan produk baru. Negara maju seperti Amerika Syarikat dan Jepun serta negara kearah menjadi negara maju seperti Korea Selatan, Taiwan dan Singapura, kesemuanya menumpukan kepada usaha hasil penyelidikannya. Di Malaysia, dalam Rancangan Malaysia Kelapan sebanyak RM926.6 juta diperuntukkan untuk usaha P&P dan angka ini bertambah kepada RM 1.58 bilion dalam Rancangan Malaysia Kesembilan. Persoalannya, sekiranya dibandingkan dengan peruntukan yang sebegitu besar dan hasil penyeldilikan yang dikomersilkan adakan ianya memuaskan. Saya tahu ada yang akan berkata bukan semua penyelidikan bertujuan untuk dikomersilkan dan ada berbentuk penyelidikan basic atau fundamental bertujuan mencipta teori baru. Namun hakikatnya tumpuan yang lebih mesti diberi kepada penyelidikan berbentuk applied sekiranya kita mahu menjadi pencipta teknologi baru. Kita sebenarnya mempunyai ramai cerdik pandai dan saintis tempatan yang mampu merealisasikan impian negara menjadi diantara pemimpin teknologi baru (technology leaders). Penyelidikan juga mesti ditumpukan kepada niche areas dalam bidang berkaitan pelbagai sumber asli yang terdapat di negara kita. Usah kita bersaingan dalam bidang baru (green areas) yang mana telah lama diterokai negara lain. Kita tidak upaya bersaing dan tambahan pula hanya menghabiskan sumber kewangan negara yang sepatutnya boleh digunakan untuk pembangunan lain. Peruntukan pembangunan adalah permainan angka sifar (zero-sum-game), iaitu kalau digunakan untuk satu tujuan maka mesti kita meninggalkan hasrat kegunaannya untuk tujuan lain.

Seperkara lagi ialah modal insan kita mesti sanggup menghijrah minda untuk menerima perubahan. Manusia lazimnya lemas dalam gaya hidup seharian dan menentang perubahan. Zaman Nabi s.a.w beliau berjihrah dari Mekah ke Madinah kerana mahu membawa pembaharuan untuk terus mengembangkan syiar Islam ke serata dunia dan Baginda berjaya berbuat demikian. Umat Islam amat beruntung kerana mereka memiliki Al-Quran dan Al-Hadith untuk menjadi panduan dalam semua aspek hidup seharian dan pembangunan negara dari segi politik, ekonomi dan sosial. Persoalannya berapa ramai menghayati dan mengimplementasi ajaran Islam.

Di samping itu, kepada pemuda-pemudi yang kreatif dan innovatif terutamanya yang mencari nafkah di luar negara diseru kembali ke negara ini untuk membantu dalam pembangunan negara. Kepada generasi yang lebih matang diajak menerima arus perubahan yang melanda segenap pelusuk dunia. Ide, kreativiti dan kepandaian tidak harus dilenyapkan dan dipersiakan hanya kerana aspek tersebut datang dari golongan muda. Umur hanyalah angka tetapi yang lebih penting adalah ide bernas bagi membawa kemajuan.

Sebagai kesimpulan saya menyeru setiap rakyat berhijrah mengubah minda mereka untuk menerima perubahan sekiranya ia baik untuk pembangunan negara. Dasar, peraturan dan amalan yang lapuk di gantikan dengan yang baru mengikut kehendak peredaran zaman sekiranya baik dan tidak melanggari hukum Islam.

Younger Generations

Had a very good and long discussion with Christine ( she always say she is from the younger generation and I represent the older generation - which i dont agree). Technically, people connote younger or older generation witn age gap. But an older guy may have a perspective or mindset of a younger generation and vice versa. There is no more time dimension among generations if u compare mindset. But of course, physical outlook is a different matter altogether. Knowledge and ideas in the 20s is still and will be still valid, and has no time barrier
In any organization, decisions are are made by senior management based on their perception of issues at hand. Of course, the way senior officers see things will be in a different angle compared to the young officers. Seniors will say they are more experienced and thus will make better decisions (of course this is not true). Sometimes, young ooficers may think differently and produce excellent solutions to problems.
In a country like Malaysia, the seniors make decision. Even for that matter in Japan. They usually dont listen to the young (except for some senior officers). Its like a tradition, each generation will pass on their knowledge and style of management to the younger ones. When the younger ones take over the organization from the older generation, they usually follow the sytle they were taught by the seniors. People are usually against drastic changes in management style. Out of 100 officers, 90 percent will follow the usual ways of doing things. Only less than 10 percent (even less among civil servants) will not fit-in but go for different approaches. But to stand-up and be different u must see the situations. Not everything single thing can be change drastically. U must gain confidence and the trust of others. Then only u can progressively change things.
To critcise things is easy. Coz you just sit and criticise. But to create ideas and implement them is tough. Malaysia needs younger generations who doesnt just criticise but who come-up with new ideas. These can bring changes to the country and be competitive and be on par with the developed nations. Of course, most of the time u will face suppression and frustrations when your ideas are shot down. But this does not mean the end of the world. The older generation, as time goes by, will diminish and now its your turn to implement your ideas. Money is not everything in life. Your own happiness is not everything in life. There are millions of future generations of young Malaysians who need your creative ideas. We dont need robots but we need creative young people like u.

Piece Meal Policies

Hi i'm back from raya holidays (nothing much happened). During raya, I visited some of my relatives on my wife side (my parents celebrate Deepavali). Wow, this raya got VIP treatment and nobody bother to ask what car im driving (after seeing my black "Ben" (not a mercedes, Ben is just a nickname)). Like i predicted earlier, most of the talk focussed on the sheikh muszaphar's trip to space, road accidents, next election and altantuya's murder case. But what bothers me alot, discussion I had with a close friend on where the country is heading towards especially with all kind of piece meal policies being introduced.
Malaysia is a great country blessed with natural resources. If right policies were formulated and of course, implemented accordingly, then we may be better-off than Singapore and Hong Kong. But the main problem is that we want to be champion in everything. If you look our policies, most of them are trying to address everything. To note a few examples, we want to promote tourism, become halal hub, ICT center and education hub as well as promote logistic industry and now venture into space technology. We become "Jack of trades and master of none". Countries which started late than us in certain areas overtook us as the main player.
Our policies are good in fixing problems in short term and not aiming at things in a bigger perspective in the long run. They say our policies are like " fire brigade services" - when there is fire in one place, the firemen and fire-engines will be running over there to put-off the fire and that's it. Then, they will be just waiting for the next fire calls. Sillytoe said that our policies are reactive - reacting to incidents and rather than proactive - looking way ahead into the future. Yupp, thats exactly whats happening almost everyday. Here are some examples - (1) Bus accident - all drivers must go for medical check-up. (2) Ferry on fire - all ferries must comply to safety rules. (3) every year Haze problem - all kind of new rules and procedures will be announced (4) increasing crime rates - fixing cctv's all over. Don't you think we should already be having all kind policies, rules and regulations in place to address some of the above issues. By right, we should have a long term plan for everything. Of course, sometimes there may be some unforeseen problems or issues but no all issues are unpredictable.
All Malaysians, especially those who are responsible should look at the bigger perspective and have contigencies plan when planning and implementing policies for the benefit in the long run. Short term policies are like eating marble cheese cake for current pleasure rather than seeing the long run implications on the cholestrol level leading to heart diseases. (I should cut down eating marble cheese cake and sillytoe please reduce the amount of coffee intake)
Note: Emm.. I tend to agree with Christine and Sillytoe - love means sacrifices. I need to do alot of sacrifices but its scarifying)

Long lonely holidays.....

Raya is around the corner, if the ulamas spot the moon (provided no cloudy nights) raya should be on this coming Saturday. Time runs so fast, just feel like puasa started yesterday. Most of the Muslim frens will balik Kampung. So does Christine. During my younger days, every raya i went back to my hometown (KB). We bought new baju raya, clothes and shoes. But now as u get older, raya is just like any other day. Some of my frens say that everyday is raya, if u have plenty of money (bloodyshit again about money - Gossh, can we have things in life that doesnt need money???). True enough if u r rich all frens will come to u. Even in kampungs during raya time, young kids will visit relatives’ houses. If u serve them with kuih, they will say, they already ate lots of kuih instead they will ask u for duit raya.

During raya most of them will go to mosque for Raya prayers and then visit the cemetery and recite surah yassin to loved ones. There on they will visit all the close relatives and frens. If u r a young kid u will compete with ur frens to collect the largest amount of duit raya. Some will lay down and watch all the special raya programmes on tv. This raya most of them will also watch Sheikh Muzzafar’s trip to space (direct telecast on astro channel 588 – promo ker ni). During raya visits, the trip to space will also be the topic of discussions among the older ones apart from the up coming general election next year (betul ker election next year, some say it will be this year).

This raya will be a short one for me coz I had to leave for New York on 20/10 to attend a conference on Finance for Development at the UN. It will be a long journey coz will stop over at Heathrow then to JFK. The conference will assemble officials from all the developed, developing and under develop countries to discuss about financing development and the achievement of Millennium Development Goals (MDG) launched in September, 2000. The MDG has eight goals i.e. eradicate extreme poverty and hunger, achieve universal primary education, promote gender equality and empower women, reduce child mortality, improve maternal health, combat HIV/AIDs and other diseases, ensure environment sustainability and develop a global partnership for development. Malaysia has made great progress in achieving the MDGs except for HIV/AIDs where the numbers are still increasing.

I still wonder this kind of conferences that have being frequently held will really benefit those poor countries. Here, all the world super powers meet and design programs for the poor. Do they know what the poor really need and want? Nice and fantastic programs were developed but how about implementation and financing? There are also other hidden agenda among the super powers both for political and economic reasons. Whatever, I will write again on this trip to New York once I’m back to the office…

What a wonderful world…

Humans are peculiar species with all kind of inborn characters. Some make fun of everything though some jokes are irritating. Some provide judgment on everything. Some are so reserved and never speak unless u insist them. Some consider they are great and know everything in this world. Some are great to hang around with, coz they are intellectual and we can practically talk anything with them including music, love, religion, diseases and crimes. Here are some characters around me.

The Joker: Mr. Lionel Richie who practically jokes about everything. Whenever he shakes hand with me, his forefinger will tickle my hand.

The Robot: Miss T. She never talks to anybody. She will talk to u only when u greet her first. Even then, if u ask a question, she will only answer to that question, nothing more. Very reserved.

The Genius: Mr One. He has being quite a while in the organization. He knows practically everything about work and knowledgeable.

The Pain. Mr PITA. He thinks he knows everything. During meetings and presentations, he will ask all kind of questions for which he already has his own answers. Come on nobody knows everything.

The Allrounder. Not many people knows the character of this guy unless u really know him. He will be in all places, praising key individuals. Bright future.
The Coolman. The Professional. He is intelligent, knowledgeable, everybody likes him. Seldom raise his voice and very nice to people.

The Confused. Mr Romeo. He knows the biodata of all new recruits in the organization (but only the women). He makes a point to visit them and talk to them. Hope one day he will meet his Mrs Romeo.

The Complicated. Miss Psycho. Sometimes she comes up with all sorts of funny ideas. They advise us to think out of the box. Maybe this lady thinks way too much out of the box.
The Predictor. Mr. Fengshui. This guy goes around predicting and interpret things. He came into my room and said the positioning of my table is good and my star is shining.
The Nicewoman. Miss Bollywood. Kesay hai tum? Wow, i learnt couple of Hindi words from her. She is nice and caring woman. Can be a good friend but a bit sensitive, not like her boss.
The Coffeelady. Miss Starbucks. She likes coffee so much. even her presentation is related to coffee. Always dates her frens at starbucks. I think she should start her own starbucks outlet. She is a nice and everybody is very quck to be her friend.
The Mysteryman. Mr Professor. He is a quiet guy. Doesnt talk much. Reads alot. I always borrow books from him on strategic management, leadership and creative thinking.

There are many more characters in the office but for the time being, this is enough. Of course each and everyone has some individualistic character which makes each of us unique. You can polish and improve certain things in your character building but cannot change the inbred attitude.

No Frustrations in Islam…..

Today, I’m a bit early to work. Usually, I will just be reaching office to clock in at 8.30 am. They say I drive like hell. I’m early today for two reasons. Firstly, I had to attend an important meeting at 9.00am. Secondly, I wanna post this entry before I leave for the meeting.

Last Friday nite, I had a heated discussion with Christine on the subject –Frustrations. I said heated discussion coz Christine seldom raise her voice. Maybe she got carried away coz earlier she was so upset over some matter with her friend.

I told her there is no such thing as frustrations in Islam. She said don’t say words which u are not sure of. I said I’m pretty sure. I attended a ceramah long ago (during my younger days), the Ustaz said that in Islam there is no such thing as frustrations. He said Islam wants a strong and successful Ummah. They must be obedient to Islamic syariah principles.

I tend to agree that there is no place for frustrations is Islam. If a girl breaks-off with her boyfriend, he or she should not be frustrated and be heart broken over it (Of course, we human are not angel and tend to be sad). The younger generations usually will be sad over it and be damn frustrated. And frustrations may lead to bad things such as sucide and immoral activities. U can fail in things but don’t cry over failures and get frustrated. Take failures as challenges and work towards success. Frustrations are for losers.

Another example- if a close family member or friend dies suddenly. You can be sad for a while but don’t get frustrated. Every human being will die one day. In Islam, its clearly stated that from Allah you come and to Allah you return. You are not allowed to be frustrated over death. The close Malay word for frustration is kecewa or putus asa. You cant be kecewa or putus asa over things that happen to u. The right thing to do is redha i.e. accept the fact or facing the reality. Ummah who manage to face reality and accept the fact rather than be frustrated will be given rewards in life hereafter (Of course he must be Syariah abiding Muslim).

Christine, I love to discuss with u, practically about everything under and above the sky. Sometimes in the course of discussion or intellectual arguments we tend to disagree and have different opinions on things. Each individual has his/her own rights pertaining to personal views. He/she may be right or wrong but each tend to hold on to their individual perspective on things. But this should not result even in a tiny scratch in our sincere and true friendship. We should continue discussing and argue in order to discover new dimensions and perspectives in life. You know me very well now, I like to probe and provoke about any thing in order to discover new things.

Money seems to be everything in life...


Last night I read a short story entitled Baboon written by the famous local writer Abdullah Husin (Sasterawan Negara). M lend me the book. The story is about a village man with a wife and a kid who has to leave the kampong and look for job elsewhere. It touches a bit on money. Chinese consider money second to God. Man created values to papers by printing different symbols and colors. Without this paper money, man cannot survive. To buy food, cloth and shelter u need money. He wrote about rivalry among siblings coz of money and friends who become enemies coz of money. I am not going to tell the whole content of the short story but rather focus my thots on money.

I had a lady friend S, going out with her, she always talks about doing business and making money. I said lets enjoy our lunch, don’t only talk about money. She said money is everything in her life. No money no talk. Well, I said money is not everything in life. There are other things in life which cannot be bought with money like true love, friendship and happiness (but on second thought nowadays, even some friendship and love can be bought with money). That’s why people are so materialistic today.

Raya is round the corner. Sometimes, I just hate to balik kampung to Masjid Tanah, Melaka (my wife’s kampung – I don’t have a kampong). The first thing they will ask u, where u stay in KL, what job u r doing and what car are u driving. The kampong people sound so materialistic. My wife always pesters me to buy a bigger car. I was reluctant (I was driving a Kembara then). Her relatives will park non-less than Mercedes and Hondas near the kampong house. I told her, so long the car is in good running condition and take me to where ever I wanted to go, is good enough for me. I don’t need a luxury car.

I have a journalist friend Y, who was a student leader during varsity times. He gives superb ceramahs and a great supporter of Anwar . I used to follow this people and listen to their ceramahs. They will be talking about improving the quality of life, eradicating poverty and uplifting the Bumiputras economic status ( all those good things we talked and preached during varsity days). Recently, I met him after such a long time, the first thing he asked me – “is there any project that u can offer me”. He didn’t even bother to ask how am I and about my family. Oh. Gosh, there goes the personality whom I admired once.

Why money is so paramount? Is money everything in life?

Lovers then and lovers today

I was so busy for the past two days. In between i was listening to old love songs which brings old memories and also try to analyse the current love. I had discussions with Christine about lovers during my time and lovers today. I told Christine that lovers during my time will write love letters usually containing poems to their loved ones. Whatever natural environment surrounding us, will be crafted in the form poems of love. These include relating love to the moon, sun, stars, sky, sea, rivers or mountains. Below are two poems of this kind

We lovers also go on dating those days. We go picnic to beaches, waterfalls and of course to movies and discos.

Well according to Christine ( representing the younger generation), she said that nowadays they dont relate love to nature like moon or sun, they relate love to reality. I dont know what she meant. But i guess action is better than words. According to her, she and her frens ( i guess including bfs) hangout at shopping malls like the Curve or KLCC. They go to movies or hangout at Starbuck, Coffee Bean or mamak stalls.

But whether love then or today, the common thing i.e. true love is the same. These include caring for each other and willing to sacrifice (tend to agree with Christine and Relucent (welcome to my blog) ).

I'm always right....

Its human nature to be defensive and try to prove whatever he/she has done is the right thing. Seldom people will agree that they have made mistakes but instead try to prove that they are right. U can notice this during meetings, discussions or even at mamak stalls. Sometimes there are people who comment on the weaknesses of their bosses and say "if its me i would have done this differently". Individuals usually try to project themselves as the best, even more so in the current competitive environment. Sometimes, even close frens will bad mouth U and spread gossips.
Oh gosh... I hate people who always like to praise themselves. They think they are always right. Come on we are not angels, we are mere human beings and no human is perfect, in itself shows that nobody will be 100% right all the time. For godsake change yourselves whoever u r...
We need to listen to others (also their criticisms: this goes to M) and may change our actions or decisions based on collective views.
I respect those who admit their mistakes and try to improve on it and not repeating them. It take guts to say u r sorry.
Now, talking about sorry.... i always quote the phrase from the famous movie "Love Story" that "love means you never have to say you are sorry" . But my close fren Christine always says that Love means Sacrifice. So what do you think of Love....... any new definitions
