Why support the inefficient and ineffective

Talking about organisation, everybody wants an efficient and effective organisation. If it's a private sector organisation, efficiency and effectiveness will increase productivity which leads to higher profits. In a public sector organisation, it will improve service delivery to the general public. Efficiency means doing things right and effectiveness means doing the right things.
Having said about efficiency and effectiveness, things just work the other way round. The inefficient and ineffective ones are getting all the support. I wonder whether they will improve and get better or become further inefficient and ineffective. Organisations obtaining things easily will never try to improve themselves. The saying goes, if you get things easily in life, you tend to take things easy. On the other hand, if you have to work hard to get things, then you tend to appreciate and work even harder.
Another aspect is benchmarking. Organisations need to benchamark themselves against the best in the world. However, organisations in Malaysia tend to benchmark themselves against the other players within the country and claim to be the best. You can be the best but what does it mean if you are the best among the inefficient and ineffective ones.
The way decisions are made need to changed. If we are talking about high performance culture and competitiveness, why we continue to support the ineffcient and ineffective ones.

i wonder who/what you are talking about. hmmmmmmmm. another way of being efficient is to cut down the bureaucracies e.g. public sector.

why are we having too many posts, doing the same job but at the end of the day, it is actually a one-man show?

my example is on the public sector because there are certain things that the private sectors do that just work.

i am focusing on the ministries per se. again, why are we having too many posts, doing the same job but at the end of the day, it is actually a one-man show?
