According to Merriam-Webster online dictionary, complain means to express grief, pain, or discontent and to make a formal accusation or charge. Why do people complain? For one reason surely coz they are not satisfied with whatever situation they are facing or encountering. In a working environment complains are made coz they are not satisfied with jobs given to them are either too excessive or little. People also complain due to the unsatisfactory working conditions such as no air-conditioning, toilets are not properly maintained and no pantry facilities.
There are some people, who are even worst. They will complain against anything. They will complain against any new things introduced in the organization. They can't sleep if they don’t complain. It is in born in them to pass remarks on anything.
There are people who like to complain about their friends to other friends. Making remarks that such a person is no good which tantamounts to criticizing other peoples’ personality or character. This kind of people is cancerous and dangerous to the organization.
Then, there are the genuine ones, who complain once in a while when they feel really needed. They don’t complain against petty things but complain on matters that threaten them or the organization. Usually, the top management will be willing to listen to this kind of complains.

i dunno which category i'm in. but i know i do complain and all the complains are to you. and sometimes, it is about you. hahahahahahahhahaha. however, at the end of the day, when i know i can't do much about my complaints, i just swallow it all in and get the job done.
of course, there are side effects on such approach. you become a bitter person la.
